Why does anyone want to become mayor - Milan Krajnc

Just before the crisis situation arose, I conducted a survey among all mayors in SE Europe to find out why individuals in a particular country choose to stand for election; I wanted to find out if there was a common pattern. What is this “moment” or. a psychological pattern that “something” triggers someone’s decision to become a Local Community leader.

In this case, it is a continuation of my doctoral thesis, in which I created a model for the administration of the municipality, so that the mayor does not have too much personal influence on the administration of the municipality.

Because if the mayor changes every 4 years and everyone has his own ideas, the community finally becomes a circus that never stops, everyone makes an even bigger mess with his ideas. That is why I have argued for an “independent” body to draw up a long-term strategy for the municipality (50 years), in which the voters then try to choose the one who can best contribute to the implementation of the strategy.

This is a higher level of thinking and living culture, but if we do not move in this direction, the municipalities will start to close down and hamlets will reappear as they were during another political regime. Of course, the mayors have the greatest role to play, and in addition to various citizens’ initiatives, they must also do so. So they have to decide on the role of the mayor on the basis of some higher aims than personal interests; only then can they do so.

As I have been dealing with Slovenian mayors since 2002 and with others in SE Europe since 2012. I can say that the level of awareness of mayors has increased considerably. When I speak about Slovenian mayors in this case, I can say that the quality of leadership, which strives for higher goals, has increased greatly and that interest has decreased. The fact that the municipalities cannot develop further or. rise to a higher level is mainly the fault of the state with its short-term perspective and the low level of state policy.
